  • Community, Counseling, and Correctional Services Inc. is a professional team who promote public safety, preserve the rights of victims, fulfill the mandates of the criminal justice system, and address the individual needs of adults and juveniles.

  • Alternative Reporting Program
    • Day reporting program for adult male & female offenders.
    • 20-slot capacity.
    • Serves as a continuum of care for those offenders exiting from a pre-release program.
    • Program also used by district and municipal courts as a diversion program.

RYO — Mission Statement
  • The Re-Integrating Youthful Offenders (RYO) Correctional Facility is a state-of-the art juvenile detention/corrections center that provides a comprehensive array of correctional programming and rehabilitation services in Montana.  Our professional team and dedicated staff prides itself on teamwork.  It is the mission of the staff to provide opportunities for at-risk youth to develop skills, attitudes, and knowledge for moving into the next phase of their lives and, at the same time, make our communities safer, healthier, and more prosperous.

 Facility Overview
  • 60-bed capacity including 52 single-occupancy and 8 dormitory style housing units.


  • In addition to these units, the facility has:
    • 8 intensive management cells.
    • 2 holding cells (group & individual).

  • Dayroom and multi-purpose areas throughout the facility.


  • Access to the most comprehensive array of correctional programming and rehabilitation services in Montana for juveniles.


  • Access to complete education system accredited through the Northwest Association of Schools and of Colleges and Universities.


  • Access to transportation system that includes a fleet of vans and cars.

Operations Overview
  • Licensed as a long-term juvenile detention facility by the Montana Department of Corrections.


  • ACA accredited as a juvenile corrections center since 2004.


  • Complies with Federal Bureau of Prison (FBOP)’s Statement of Work for contract juvenile correctional facilities.


  • Current users include:  FBOP, State of Montana, U.S. Marshal Service, Bureau of Indian Affairs, Salish-Kootenai Tribe, Butte Silver Bow County, Anaconda Deer Lodge County, Granite County, Powell County, Beaverhead County, Madison County, Park County, Jefferson County, Gallatin County, Lake County, and Sanders County.

  • Centrally located in Southwest Montana.


  • 27 miles to the Northwest of Butte—both SkyWest & Horizon Air have daily flights to Butte.


  • Easily accessible via Interstate 90.

The Physical Plant
  • $9.5 million (total project costs) state-of-the art facility constructed between December 2001 and December 2002.  Activated in December 2002.


  • Approximately 40,000 square feet.


  • Technologically enhanced.


  • Secure.


  • Designed and operated for the service of both short-term detention and longer-term correctional placements.

Special Technology Features
  • Availability of video conferencing—allows video court proceedings, lawyer visitation, etc.


  • Availability of video visitation—there are currently approximately 22 locations throughout Montana that will have access to the system with more being developed.


  • The CCCS bridge allows communication between various video conferencing systems—frame relay, ISDN, wireless, etc.


  • Video medicine capabilities in the event that specialists are needed.

Native American Programming
  • On-going work with various Native American Tribal officials and groups with regard to culturally specific and relevant programs and services.


  • Access to an on-site sweat lodge including education component.


  • Inclusion of Medicine Wheel addictions treatment model into service delivery system.


  • On-going staff training on cultural respect & sensitivity.

Educational Programs
  • 4 classrooms.
    • Includes 1 fully-equipped computer lab/classroom.

  • 1 vocational education classroom and indoor gymnasium.


  • Full-time principal and  7 state certified teachers as well as contract art and technology teachers.


  • Year-round education, 5 hours/day, 5 days/week.


  • Education & school testing.


  • Coordination with home school districts.


  • Accredited through the Northwest Association of Schools and of Colleges and Universities.


  • Pursuing accreditation through the Montana Office Public Instruction.

The Costs
  • $210 to $226 per day per juvenile.  This cost includes:


    • Transportation to and from the facility.


    • Psychological evaluations by a doctoral level psychologist.


    • Routine medical and dental services at the facility.


    • Cost of secure detention/placement.


    • Cost of all comprehensive services described—education, treatment, etc.
